Eco-industrial Parks Development in Taiwan

 

Abstract:

 

Since January 1999, the National Sustainable Development Council of the Executive Yuan has adopted the concept of industrial eco-system. Industrial ecology is thus become a framework for examining and creating industrial sustainability. Accordingly, the Sustainable Industry Development Office of Industrial Development Bureau of the Ministry of Economic Affairs has included the development of industrial eco-systems in its overall action plan of coordination the national effort to pursue and ensure the sustainable development of industries.

The IDB(Industrial Development Bureau) is now engaged in planning model eco-industrial parks using Tainan Technology & Industrial Park, Changhua Coastal Industrial Park and other two parks as examples. The EPA(Environmental Protection Agency) is also proposing the policy objectives and development framework of ESTP (Environmental , Science and Technology Park), and initiating a study to further broaden the scope and function of the Industrial Waste Control Center and develop pseudo-industrial ecosystems utilizing the resource-linkages.

This research introduce the recent development status of Eco-industrial parks in Taiwan. Some case, including the eco-system integration in traditional industrial park renewal and ESTP were present. All of the these efforts are expected to inspire other follow-up programs in both the public and private sectors, to help ensure a green production system among industries on a national scale. The Eco-industrial Parks Development is also realized as an opportunity of an exemplary green business model by pulling relevant expertise and capitals together on an international scale, and building a base in Taiwan while accessing the Asia market with a strong local support
